Souther Tier Regional Economic Development- Strategic Plan Update 2023

The Southern Tier Regional Economic Development Council (REDC) is updating its 2011 Strategic Plan to define a new vision for the economic future of the Southern Tier region and is competing for a $10 Million Regional Challenge Award.

The REDC supports the development of the regional economy for eight counties in the Southern Tier Region of New York State: Steuben, Schuyler, Chemung, Tompkins, Tioga, Broome, Chenango and Delaware. The 2011 Strategic Plan established an economic development strategy with the goal of supporting job growth and investment in communities across the region.

The REDC is updating this strategy to keep pace with a shifting regional and national economy. The updated Strategic Plan will:

  • Provide an updated vision and focus for efforts to develop the Southern Tier’s economy

  • Analyze recent economic and demographic trends

  • Highlight major regional assets to build upon

  • Identify specific projects to fund that can advance an established vision

  • Craft a proposal for economic development strategies aimed at a specific area of focus to respond to the State’s call for proposals for awards of up to $10 million in State funding

Help Shape the Strategic Plan by attending a public open house on Thursday, October 19th from 5:30 pm to 7:30 pm at the Okun Theatre at SUNY Delhi Farrell Student & Community Center at 454 Delhi Drive, Delhi, NY and voice your opinion through the Community Survey.

SUNY Delhi Student Volunteers

SUNY Delhi is currently welcoming new and returning students to campus for the start of another academic year. The return of students means the return of volunteers who may be available to assist your organization. SUNY Delhi’s Student and Community Center is now taking requests for volunteers from local organizations. If you have a particular event or project for which you could use assistance, inform the Student Center by filling out the following form:

SUNY Delhi O'Connor Center - Volunteer Request Form

Once your request is received and approved, the service opportunity will be shared with individual volunteers and students groups. When student volunteers are identified, your organization and the volunteers will be connected via email by the SUNY Delhi Student and Community Center. This is a mutually beneficial opportunity for students to gain experience outside of the classroom while you receive their hands on support for your organization.

2023 Bridge Run Scholarship Winners

Delaware County celebrated the 27th Annual Delhi Bridge Run this past June with a wonderful turn out. The annual event brings the community together to raise scholarships for two graduating seniors and a charity or club of their choice. Graduating seniors in any Delaware County school are eligible to submit an essay about the charity of their choice, and if selected, the senior and charity receives financial support.

This year, Stephanie Foote, from Downsville Central School, and Faith Lambert, from Walton Central School, were recipients of the Bridge Run scholarship. Stephanie Foote wrote an essay about the Downsville Fire Department and the beneficial things the volunteer-run department does for the community. She spent many years volunteering with the department, even passing the EMT Certification test when she was 17, which helped her realize her passion for the medical field. Now, she is going on to study diagnostic medical sonography at Alfred State University.

Faith Lambert wrote about ARC of Delaware County’s Studio 190. Studio 190 is an extension of ARC and provides people with special needs a place to create art and express themselves freely. Faith participated in activities at Studio 190 which showed her how important it is for our community to provide safe spaces of expression for marginalized people.

As recipients of the awards, Stephanie Foote, Faith Lambert and their organizations of choice, were each awarded a $750 check. This year was another successful Bridge Run thanks to the participants, donors, and community members who made it all happen. We look forward to next year.

GDAC Response to Village Parking Study

The Greater Delhi Area Chamber of Commerce has taken a strong and clear position on the proposed paid or metered parking on village streets. Matt Krzyston, Board President, presented the chambers position, reading a letter from the Chamber at a public hearing on Dec. 1st.

Matt Krzyston, Delhi Area Chamber of Commerce president and Delhi councilmember, recommended alternatives to paid parking. The chamber’s primary concerns, he said, include an unfair burden on local taxpayers due to proposed sale of parking passes. The study does not include the possible impact on local businesses and the chamber fears paid parking will increase issues with private parking lot congestion. Additionally, the appearance of meters will distract from the visual appeal of the business district, Kryzston said. Chamber members also question the projected revenue of approximately $200,000 annually.

The chamber is committed to solving the problem, he said, suggesting decreasing time restraints on parking spots from two hours to 30 minutes and increasing enforcement, establishing PILOT (payment in lieu of taxes) agreements with non-taxed establishments, and requesting a share of the county’s local sales tax revenue. Krzyston noted Walton has a PILOT agreement with the county for its landfill and encouraged trustees to contact Walton officials regarding the contract.

2020 Census--It's Not Too Late to Respond

It’s Not Too Late to Respond to the 2020 Census and Shape Your Future. The 2020 Census has been underway since earlier this year, but if you haven’t responded yet, it’s not too late to respond and shape your future.

It's Not Too Late

You can still complete the questionnaire yourself online at 2020census.gov, by calling  844-330-2020, or by returning the paper form you received in the mail. Respond using the address where you were living on April 1, 2020 and include anyone who was living with you at the time.

Your response matters – as does that of your friends, family, and neighbors – because the results of the 2020 Census determine how many seats your state gets in the U.S. House of Representatives and inform how hundreds of billions of dollars in federal funding will be allocated every year to communities like yours across the country. You can view your state, city, or county’s response rates via our  online interactive map.

If you respond on your own now, it is less likely that a census taker will visit you in person later this summer to help you complete the questionnaire. However, if someone from the Census Bureau does visit you, please cooperate with them. You’ll know they are a Census Bureau employee by their identification badge, which will have their photograph, a U.S. Department of Commerce watermark, and an expiration date. All census takers have been trained on social distancing protocols, will be issued Personal Protective Equipment (PPE) and will follow local guidelines for its use.

The once-a-decade population count is mandated by the U.S. Constitution. Responses to the census inform planning and funding decisions for emergency and disaster response, healthcare and hospitals, schools and education, roads and bridges, and other vital community resources. Census responses shape the future for everyone, whether you live in a city or a small town, a rural area, on a boat, or in an RV. It impacts children, college students, and adults of all ages.

That’s why everyone should respond and be counted.

If you’re not able to verify if someone else in your household has already responded, such as a roommate or family member, go ahead and respond and include everyone in your household in your response; the Census Bureau eliminates duplicate responses when processing the questionnaires.    Your answers to the 2020 Census questionnaire are strictly confidential and protected by law. Your census responses cannot be used against you by any government agency or court in any way. Responses are only used to produce statistics.
